   Unless you set up your own computer as a server, you must have a host for having a web site where members signup.

   But you still need to host you files online somewhere to be available to user all the time Or get a free hosting company to host your website

   Creating a web page without a hosting account is difficult. However, if you can host your site on blogger.com if your don’t want to spend money on hosting your domain.

   you could design webpages on your own computer.

   but after that, you need to find a web host and upload the files from your computer to the host.

   there are many hosting, paid or free.

   godaddy is a reliable one which offer hosting for only 1.99/mon. you could have a try.
